The isolation fence project of Baima animal experimental base of Nanjing Agricultural University has been approved by the project department. The funds required for the project have been put in place. In this project, the post qualification method is adopted to select qualified applicants to participate in the bidding.
Jiangsu Yicheng Construction Engineering Consulting Co., Ltd. (bidding agent) is entrusted by the tenderee to be responsible for the bidding of the project.
1、 Overview of the bidding project
1. Project Name: isolation fence project of Baima animal experimental base of Nanjing Agricultural University
2. Project location: Baima Town, Lishui District, Nanjing
3. Bidding content: Construction of 641.9 m isolation fence in animal base, including 457.5 m fence and 184.4 m brick isolation fence (subject to the bill of quantities).
4. Construction period: 50 calendar days
5. Estimated price of project contract: 780000 yuan
2、 Qualification conditions of bid applicant
1. The bidder has the independent legal person qualification (provide the copy of business license with official seal, and check the original).
2. Qualification level and scope of the bidder: general contracting level III or above for Construction Engineering (provide copies of qualification certificates with official seal).
3. The bidder must have a valid safety production license (provide copies of the certificate with official seal, and check the original).
4. The project shall be equipped with:
1) One project manager shall have a registered constructor (Construction Engineering) certificate of level II or above and a valid safety class B certificate. (provide copies of registered Constructor Certificate and safety class B certificate with official seal, and check the original).
2) Requirements for other personnel of the project department:
One person in charge of technology, with certificate of engineering technology intermediate or above. (provide the copy of title certificate with official seal, and check the original)
3) The project manager and technical director to be appointed shall provide the proof of payment of endowment insurance fund issued by the Bidder from October 2019 to March 2020 [the proof of social security issued by the labor security department shall be stamped with the seal of social security center or the special electronic seal of Social Security Center (with verifiable two-dimensional code or verification code)]. If it is unable to provide the social security payment certificate in February and March 2020, please provide relevant supporting materials according to the notice of the Ministry of finance, the Ministry of human resources and social security, the State Administration of Taxation on the phased reduction and exemption of enterprise social insurance premiums and the requirements of relevant documents.
Note: the management personnel of the project department shall not be replaced during the period of validity of the bid.
5. Since January 1, 2017, the bidder has undertaken a fence or enclosure project or housing construction project (including fence or enclosure project with a cost of 620000 yuan or above) with a cost of 620000 yuan [provide the bid winning notice, contract, copy of completion acceptance certificate with official seal, the cost shall be subject to the contract, and the time shall be subject to the completion acceptance certificate (the performance certification materials provided must be reversed Reflect relevant data and content, otherwise it will be deemed as not provided), and provide original verification].
6. Other requirements of the tenderer (provide letter of commitment):
1) There is no violation of laws and regulations, and the bidding qualification has been cancelled according to law and the time limit has not expired;
2) It has not been publicized by the relevant administrative supervision department of bidding and tendering due to the illegal and bad behaviors in the bidding and tendering activities and the publicity period has not expired;
3) Not in the state of being ordered to suspend business, disqualified from bidding or taking over, frozen or bankrupt of property;
4) The enterprise has not been suspended from bidding qualification by relevant departments and is within the period of suspension due to winning the bid by fraud or serious breach of contract or major project quality and safety production accidents;
5) The project leader must meet the following conditions: (1) the project leader shall not be employed or practised in two or more units at the same time. (2) . if the project leader is not changed, there is no project under construction, or if the project leader is changed, there is no project under construction (the original contract period must have expired and the change record date has expired 6 months), or if the project is shut down or cannot be started on schedule due to reasons other than the Contractor's reason, and the project leader has unlocked procedures, or if the project leader has a project under construction, but the project under construction and The bidding project belongs to the same project, the same project approval, the same construction site section contract or phased construction, and the total project scale is within the scope of practice of the project leader.
6) The management personnel of the project department shall not be replaced during the period of validity of the bid.
7. No joint venture will be accepted in this bidding.

1. 5、 Other instructions

2. The tenderee will not accept the bidder who has one of the following behaviors:

2) Being publicized by the relevant administrative supervision department of bidding and tendering due to illegal and bad behaviors in the bidding and tendering activities and the time limit is not expired;
