The kindergarten expansion project of Nanjing Agricultural University has been approved by the school, and now it has the bidding conditions. It is planned to conduct public bidding for the construction of the project. For the qualification examination of the bidder applicants in the project, the method of post qualification is adopted to select qualified bidder applicants to participate in the bidding, and the field bidding is adopted for the project.

3、 Qualification conditions of the bidder:
1. The bidder shall have independent legal personality. (provide the copy of business license with official seal, and check the original);
2. Qualification level and scope of the bidder: Grade II (including) or above qualification for general contracting of Construction Engineering (provide copies of qualification certificates with official seal);
3. The tenderer shall have valid safety production license. (provide a copy of the certificate with official seal, and check the original);
4. The project shall be equipped with:
(1) One project manager shall have a certified constructor (Construction Engineering) qualification certificate of level II or above, and an effective safety production assessment certificate of class B. (provide the certified constructor certificate and class B copy of safety production assessment certificate with official seal, and check the original).
(2) Requirements for other personnel of the project department:
One person in charge of technology, with certificate of engineering technology intermediate or above. (provide a copy of the certificate with official seal, and check the original).
(3) It is required to provide the proof of payment of endowment insurance fund issued by the Bidder from October 2019 to March 2020 issued by the social security institution of each member of the management team of the above project Department of the project. If it is unable to provide the social security payment certificate in February and March 2020, please provide relevant supporting materials according to the notice of the Ministry of human resources and social security, the Ministry of finance, the State Administration of Taxation on the phased reduction and exemption of enterprise social insurance premiums and the requirements of relevant documents; the members of the management team of the project department must be the on-the-job non retirees of the unit. (check the original social security list).
Note: the management personnel of the project department shall not be replaced during the period of validity of the bid.
5. Since January 1, 2017, the bidder has undertaken similar projects with a construction cost of 1.5 million yuan or more. (the letter of acceptance, contract and completion acceptance certificate shall be provided. The time shall be subject to the completion acceptance certificate, the cost shall be subject to the contract, and the original copy shall be provided for verification);
6. Other requirements of the tenderer (provide letter of commitment):
(1) There is no violation of laws and regulations, and the bidding qualification has been cancelled according to law and the time limit has not expired;
(2) It has not been publicized by the relevant administrative supervision department of bidding and tendering due to any illegal or bad behavior in the bidding activities and the publicity period has not expired;
(3) It is not in the state of being ordered to suspend business, being disqualified from bidding or being taken over, frozen or bankrupt;
(4) The enterprise has not been suspended from bidding qualification by relevant departments and is within the period of suspension due to winning the bid by fraud or serious breach of contract or major project quality and safety production accidents;
(5) The project manager must meet the following conditions:
① A project manager may not be employed or practised in two or more units at the same time.
② If the project manager is not changed, there will be no construction in progress, or if the project manager is changed, there will be no construction in progress (the original contract period must have expired and the change record date has expired 6 months), or if the project is shut down or cannot be started on time due to reasons other than the Contractor's reasons, and the project understanding lock procedures have been handled, or if the project manager has construction in progress, but the construction in progress and this bidding have not been completed The project belongs to the same project, the same project approval document, the same construction site section contracting or phased construction, and the total project scale is within the scope of the project manager.
(6) The management personnel of the project department shall not be replaced during the period of validity of the bid.
7. The project will not accept the bid of the consortium.
4、 Application requirements:

2. Bidding fee: 500 yuan / set, non refundable after sales.
