Shenzhen Special Economic Zone News March 4, 2020 March 3, Shenzhen Municipal Bureau of ecological environment issued guidelines for registration of pollutant discharge permit management information platform to facilitate self-service application of enterprises. It is reported that this year, Shenzhen will realize the full coverage of pollution permits for fixed pollution sources and impose a fine of more than 100000 yuan but less than 1 million yuan for unlicensed pollution discharge.
According to the relevant person in charge of Shenzhen Municipal Bureau of ecological environment, the emission permit is a certificate issued by the environmental management department, which gives organizations and individuals the right to discharge pollutants. The purpose of the permit is to clarify the regulations that pollutant discharge units should abide by in carrying out pollutant discharge activities, so as to realize the control of pollutant discharge behavior of pollutant discharge units in the daily production stage.
The national pollution discharge license management information platform implements the "one license" management of pollution discharge license, connects the license system with pre approval, process supervision, violation punishment, etc., and realizes the system connection. It is an information platform for strengthening post license supervision and punishment, implementing the main responsibility of enterprises, and realizing self-service application, proof, monitoring and publicity of enterprises.

It is reported that the scope of implementation of Shenzhen's emission license registration this year includes the enterprises, institutions and other producers and operators that discharge air pollutants, water pollutants and other pollutants included in the catalogue of classified management of emission license of fixed pollution sources (2019 version).
According to the requirements of Shenzhen Municipal Bureau of ecological environment, the pollutant discharge units that produce and discharge pollutants or have a greater impact on the environment shall be subject to the key management of pollutant discharge permit; and the pollutant discharge units that produce and discharge pollutants or have a smaller impact on the environment shall be subject to the simplified management of pollutant discharge permit. Key management and simplified management belong to administrative license.
Enterprises that produce and discharge small amounts of pollutants shall be registered for discharge. The registration management does not belong to the administrative license and does not need to apply for a pollutant discharge license. Pollutant discharge units only need to apply for registration on the national pollutant discharge license management platform as required.
It is understood that the emission permit registration will be implemented in the following three periods: first, clean up and rectify the fixed pollution sources. For the existing pollutant discharge units of 33 industries that should be issued with emission permits in 2017-2019, if they need to obtain emission permits but have not yet obtained them, they must complete the application for emission permits before April 10, 2020, and obtain emission permits before April 30, 2020; if they need to be registered for management but have not carried out emission registration, they must complete emission registration before April 30, 2020. The second is the registration of emission permits in 2020. In addition to the above situations, the existing pollutant discharge units included in the catalogue of classified management of emission permits of fixed pollution sources (2019 version) shall apply for and obtain emission permits or complete emission registration before September 30, 2020. Third, the newly-built pollutant discharge unit shall apply for a pollutant discharge license or carry out pollutant discharge registration before starting production facilities or actually discharging pollutants.
Shenzhen Municipal Bureau of ecological environment reminded that the pollutant discharging units included in the management of pollutant discharge license should hold and discharge pollutants according to the license according to law. According to the regulations on environmental protection of Shenzhen Special Economic Zone, if a polluter discharges pollutants without a discharge license, he shall be ordered to stop the discharge immediately and be fined not less than 100000 yuan but not more than 1 million yuan; if the circumstances are serious, he shall be reported to the people's government at the same level to order him to stop production or business.
