The construction drawing design for the capacity increase (phase I) of Baima base of Nanjing Agricultural University has been approved by the project department for construction. The funds required for the project have been put in place. In this project, the post qualification method is adopted to select qualified applicants to participate in the bidding.
Jiangsu Jianke Engineering Consulting Co., Ltd. (bidding agent) is entrusted by the tenderee to be responsible for the bidding of the project.
1、 Overview of the project

3. Project scale: Baima teaching and scientific research base project of Nanjing Agricultural University is located in Baima Town, Lishui District, Nanjing, on the south side of Nanjing Hangzhou railway. The total land area of the project is 343.36 hectares, construction land 34.33 hectares, development reserve land 57.91 hectares, square land 10.88 hectares, road land 22.95 hectares, experimental land 186.39 hectares and water area land 30.90 hectares. The project is divided into eastern and western areas.
4. Design content: according to the power supply company's reply sheet of power supply scheme and the power load demand of the construction party, complete the construction drawing design and engineering estimate (budget) preparation of the high-voltage cable line project, high (low) voltage electrical device and civil engineering foundation of the user's substation from the power supply point of the project approved by the power supply department to the low-voltage outgoing switch device of the user's substation Design the power pipeline of the road, cooperate with the design of the third-party energy monitoring platform, and ensure to pass the drawing review of the power supply company.
5. Design cycle: complete the construction drawing design and all related works according to relevant regulations and the tenderee's opinions within 30 calendar days after the signing of the bid winning contract to meet the construction application requirements.

2、 Qualification conditions of bid applicant
1. It has the qualification of an independent legal person and the bidding content is within the business scope of its business license. (the original business license shall be provided, and the name of the bidder's unit shall be consistent with the business license. If not, it shall be deemed as non conformity)
2. Qualification level and scope of the bidder: professional grade C (including) or above in power industry (power transformation engineering, power transmission engineering) or comprehensive grade a engineering design qualification. (the copy of qualification certificate shall be provided with the official seal of the bidder, and the name of the bidder's unit shall be consistent with the qualification certificate. If there is any inconsistency, it shall be deemed as inconformity.)
3. Qualification category and grade of project leader: Registered Electrical Engineer (power generation, transmission and distribution or power supply and distribution) qualification. (provide original certificate)
4. The bidder shall be included in the list of "Jiangsu Province Nanjing area 2019 industrial expansion access engineering design". (provide the original of Prequalification shortlist notice)
5. The person in charge of the project to be assigned shall provide the proof of payment of endowment insurance fund issued by the Bidder from October 2019 to March 2020 [the proof of social security issued by the labor security department shall be stamped with the seal of social security center or the electronic special seal of social security center's insurance payment Certificate (with verifiable two-dimensional code or verification code)] If the social security payment certificate cannot be provided due to the epidemic situation, please provide relevant supporting materials in accordance with the notice of the Ministry of human resources and social security, the Ministry of finance, the State Administration of Taxation on the phased reduction and exemption of social insurance premiums for enterprises and the requirements of relevant documents. 6. Other requirements of the bidder (provide the original of the letter of commitment):
1) There is no violation of laws and regulations, and the bidding qualification has been cancelled according to law and the time limit has not expired;
2) It has not been publicized by the relevant administrative supervision department of bidding and tendering due to any illegal or bad behavior in the bidding activities and the publicity period has not expired;
3) It is not in the state of being ordered to suspend business, being disqualified from bidding or being taken over, frozen or bankrupt;
4) The enterprise has not been suspended from bidding by the relevant departments and is within the period of suspension due to the fraud of winning the bid or serious breach of contract and the occurrence of major project quality and safety production accidents.
7. No joint venture will be accepted in this bidding.
